บท 2: Meeting, Q&A, and Permissions [Revised]
Spectre POV:
As I groggily open my eyes I can see total darkness.
So maybe I didn't open my eyes, no wait I am sure I did hmmm.
After a mental debate on whether my eyes were open or not, I started to feel something.
I could feel my body was that of a serpentine dragon with an appearance similar to that of a large legless sauropod, or simply a long-necked and legless dinosaur.
My mouth is now behind the two appendages in front of my face.
They open when I wish to open them it seemed, maybe for dramatic effect when roaring.
I have golden horns on my head as well as 3 pairs of gold protrusions that look like external ribs, which cover my grey skin, just past my head.
My inner neck, or the part uncovered by the gold ribs, has four black stripes and 4 red stripes alternating between each other that end on the last pair of gold ribs.
I also have 6 black wings, coming out of the top of the golden ribs, shaped like tentacles with red thorn-like appendages sticking out at the end of them.
Finally, I have five rows of golden-tipped spikes protruding out of my torso and near the tail. Five grey and red stripes are partially overlapped by these spikes.

As I felt the entirety of my body, I also felt a very calming and relaxing feeling, as if I were home.
That was all it took for me to realize that I could not see anything because I was in the core part of my domains.
The combination of which is literally my real body, and this specific domain was the Inescapable Lost Zone.
'Well for everyone other than TOAA and myself, I think.
Time to leave here and see my Distorted World, maybe even visit the Mirror Dimension.
After all, I need to reorganize my personal world before the guests arrive.'
Appearing just outside the Inescapable Lost Zone, I draw on my Matter and Antimatter concepts and quickly realize that perhaps reality warping is just high-level matter manipulation.
As the realization dawns on me, I start to make a Castle Aincrad-Scaled Great Tomb of Nazarick.

And follow up with customizing the rest of the space in the world as the old Distortion World of the original Giratina.
Including a maze of land, water, and buildings all of which follow random laws and logic, making it impossible to actually navigate through my Distorted World without my guidance and/or permission.
'With the decorations having been dealt with I can now focus more on myself.
I mean I could just know anything/everything I want, given I AM these realms essentially making me nigh omnipresent, but where is the fun in that.' I chuckle in amusement
'Well, I should at least be aware of any intruders or anything past a certain risk factor for my universe, and here is where the Absolute Personal Mastery Ability comes in clutch.'
So I set my cosmic awareness/nigh omnipresence to only alert me of anything directly invading/entering my realms/dimensions/universe.
Alongside anything that could destroy or affect a planet, timeline, etc. or higher in the real world through the Mirror Dimension and voila.
Instant entertainment/warning system for my universe achieved, "MUAHAHAHAHA I am so smart." I say while somehow grinning maniacally
This means that any warning my now filtered awareness will give me will also be affected and warn me at least 10 seconds in advance giving me more than enough time to prepare, again I AM A GENIUS.
Well not really, anyone with these abilities could probably come up with these uses, but me no care, me nigh omnipotent now,' "hehehe" I chuckle softly
Dark feeling suddenly grips and disgusts my very being to the core
"HM! What is this?
Oh, the alarm, right so, someone will come soon.
It is The Living Tribunal, Infinity, and Lady Death.
Oh, and surprisingly the Phoenix Force is following Lady Death here, this will be very interesting indeed.
Well, I should get ready to entertain my guests."
I for some reason said all that aloud and then appeared with my Giratina avatar body at the top of the Distorted World's main estate.
Which is my residence and where I stored the Inescapable Lost Zone.
After all, I do not want to accidentally trap them in the ILZ, that would be very awkward, though I could do that to other not so important cosmic entities that annoy me.
After ten seconds The Living Tribunal, Infinity, Lady Death, and the Phoenix Force arrived.
Living Tribunal, Infinity, Lady Death, and Phoenix Force, it is a pleasure to make your acquaintance."
The Living Tribunal showed no emotion in any of his faces, though he seemed to be inspecting my Distorted World.
Infinity was shocked thinking 'This new Oblivion actually has manners, and didn't immediately try to start a fight with me?
Or is he holding back because the Living Tribunal is here?
Now that I think about it, something about him is strange, I do not feel the urge to fight him either, but we are supposed to be opposites.
He also apparently just created this place, and it actually seems rather scenic, compared to his previous aesthetics at least, hmm interesting.'
Lady Death was similarly confused about the new Oblivion not at least arguing with infinity.
The Phoenix Force was neutral almost like the Living Tribunal just studying Spectre's form, and recently created realm.
The Living Tribunal spoke saying.
"I have been informed by Him that you will own the universe connected to your main realms, minus the infinite realms connected to the Negative Zone.
You will also refrain from interfering with them unless provoked or asked to, do you have any questions or clarifications that need voicing?"
"I do have questions actually.
Would Annihilus, Blastaar, and other lesser beings residing in my Negative Zone interacting with other universes without my interference in any way count as me interfering with other universes?
Would dealing with Reed Richards and equivalents who think they own MY Negative Zone or can use it at their whims be counted as interfering with other universes?
Given that Kangs, and the like, are a blight in my eyes, and are the cause of much temporal and multiversal instability.
Erasing all of them from the multiverse permanently, including unborn universes, to leave all temporal matters back in the hands of Eternity would not be a problem, would it?
Do I actually have all the authority and final decision-making power in my universe?
Oh, and asked to interfere in a universe by who?"
Taking in all these questions the Tribunal pondered for a moment, before answering.
"In order, the actions of the beings residing in your realms are not your problem, as you are the realm, not the residents.
If you feel Reed Richards and his ilk are provoking you in any way as stated in the deal mentioned, it is your right to interfere however you see fit.
However, I do recommend caution, or self-control given that he has a great role to play in many universes.
Even the ones he ends up destroying, which is actually most of them, but that is beside the point, moving along.
Let us make a quick judgement upon Kang the Conqueror and any who would follow in his footsteps of instability."
The Living Tribunal's three faces representing equity, necessity, and vengeance started debating over Kang and his ilk uttering things like:
"Prospering", "Chaos", "Multiversal Genocides", "Timeline Erasure", "Imbalance", "Cause of the problem used as an excuse to act", "Acting in the place of Eternity, Infinity, Death, and Oblivion."
That last one struck a chord in all of the present.
How dare a mere mortal act as if he or she possessed the authority of an Abstract Lord without being their avatar, champion, host, or the like!
Which he most certainly was not!
Finally, the Living Tribunal looked at Spectre, and in a booming voice that was heard across the multiverse, by all divine and above beings, declared.
"Kang the Conqueror and his ilk have been found guilty of multiversal instability.
Have been found to lack the need to remain in existence for it to move forward at any level.
And have been sentenced to permanent erasure from all realities, and timelines across existence, even yet unborn realities, and timelines!
LET IT BE SO!"
As The Living Tribunal finished speaking,
I felt my power being mobilized by him through me and targeting all of space-time through Infinity, and Eternity to accurately find and erase all Kangs and his ilk that were found guilty of these charges.
I was amazed and finally realized why he was called the second in command, behind only The One Above All, with all authority and power to act once all three faces agreed on something.
After a slight nod, the Living Tribunal continued.
"Now you do not have to worry about any Kang or the like bothering you or your universe, rendering any need to hunt them down and interfere in other universes obsolete.
Unless the decision, action, choice, etc. that you make causes, or will cause instability of mystic forces in the multiverse I will have no reason to interfere.
Thus meaning, you will have the final say and authority in your universe outside those previously mentioned circumstances.
As for your last question.
Anyone with ties to the mystic forces, divinities, or higher powers, who invite you into their universe would count as individuals who can ask you to interfere.
It could be a mortal, or a divine, even an abstract, the point is someone, with such mentioned connections, must 'ask' you into/to interfere in their universe.
Do you have any further questions?"

After pondering for a second, to see if I had any other questions, none came to mind, so I replied as such. "Not for the moment."
My eyes widened in realization, and I hurriedly spoke.
"Actually, I do!
If I somehow have another question or just want a conversation with you, how could I contact you?"
The Living Tribunal responded almost instantly as if something else was demanding his attention.
"I can be contacted by entering the Overspace and calling my name.
If that is all I will take my leave now."
"That is all, thank you for being patient with me, and answering my questions, may you resolve your problems promptly."
Acknowledging my gratitude with a nod the Living Tribunal left my Distorted World.
After the Living Tribunal left, Infinity, Lady Death, and the Phoenix Force were left in awe at me actually managing to get THE Living Tribunal to make something easier for myself.
Honestly, I was too, but I decided to focus on them for now, and that is what I did.
Looking over at Infinity I decided to start a conversation with her.
"Hello Infinity, what brings you here?"
Infinity, snapping out of her daze looked at me and answered.
"I wanted to see how the new Oblivion was, but received a much grander surprise than I expected to receive, you are very different from the last Oblivion."
"Well Oblivion was the concepts of nothingness, and nonexistence, whereas I am the concepts of matter, antimatter, nothingness, and nonexistence so yes, I am very different from him."
Infinity in realization and surprise muttered.
"So that is why you felt different."
Continuing normally, she said.
Well then, are you still Oblivion or do you have a new name?"
"I have a new name, it is Spectre Ouroboros.
After all, matter and antimatter are a part of yourself as well, so I thought of paying homage to myself and you in my name."
Deeply surprised Infinity said.
"That is very thoughtful of you Spectre, I think we will get along just fine.
By the way, the method told by the Living Tribunal to contact him is also effective for all of the Abstracts, including yourself.
So do not panic if someday you hear a voice in your head saying your name or title and asking to meet.
See you later, farewell!"
With gratitude in my glowing red eyes, I said.
"Thank you for the information, see you around Infinity!"
Turning to see Death and the Phoenix Force I grinned slightly before asking.
"Alright, now that the outsiders are out of the way, how are you Lady Death, Phoenix Force and how can I help you?"
The last two entities grinned at me, before replying...
