This was Arsenal's second day in the academy, all the student got their scales and every single one of them has awakened their Agent's abilities mana to cast spell, elemental manipulation and charms.

Some could already communicate very effectively with their scales, and others were trying it out as a lie detector.

But he was yet to awaken any of these things, no powers, no special abilities, and he still heard nothing but strange signals recieved by his scales. Perhaps is also needed mana to work, no?

The reason for all these is very simple, Arsenal had no mana to active any abilities or to even use them. And this is because he wasn't from Gnoman, but from earth where humans aren't born with natural mana deposits.
