To be honest, before this thing came like 3 hours, Hiruzen specifically ordered the attendant not to serve sake after the Hokage listened to his three advisers' counsel about what to do with the jinchuuriki and his life. The answers he received satisfied him even from his old friend, Danzo. Danzo, that old friend of his since genin days, changed a lot in his own ways. What the once-misunderstood Shimura did lately, is out of character as the "Yami no Shinobi." today. The man told Hiruzen some misgivings he made during the Second Shinobi War and what resulted out of it and asked for forgiveness of the consequences he created which he attempted to fix but failed. If not for Hiruzen stopping an angered Jiraiya's punch to Danzo's face that time, he would have died without fighting back. So Jiraiya tried to contact the orphans during the Third Shinobi War but Danzo warned him of the masked figure he saw from the reports. It may had Jiraiya pissed off but the man was right. For Danzo to attune his sins and damages he caused to the health of Konoha and Fire Country before the deceased Yondaime Hokage became who he was, he worked his way to boost the Konoha military by proposing several reforms, as expected from a Shimura, such as establishment of special forces units that handle other special operations besides the ANBU and Root, adding other topics( kenjutsu, fuinjutsu, etc.) to the Leaf Shinobi Academy Curriculum, and the voluntary and secret Gauntlet program which trains a weaponized special Konoha military personnel out from the civilian and shinobi populace in no time. The Kami no Shinobi was worried about that last part but the worries were drained when the Shimura told him they're not mindless emotionless drones from the reformed Ne. So far the Gauntlet program produced Namikaze Minato into a force to be reckoned with. Not even other states and Orochimaru knew of its existence. Hiruzen was no doubt a bit happiest man alive when his old friend turn into a new leaf. He even let the Gauntlet programme running today.
