He acted as the intermediary between Emma and them, making all of Emma's requests clear while adding his interpretation of what he thought she wanted to achieve.
This discussion had been going on for a long time without much result. One of the representatives said, "Director Fury, I usually thought you were someone worthy of trust, as you've always done a good job handling the supernatural side."
"How do you expect us to allow a mutant to create a school where she would lead mutants and many superpowered individuals, all without any supervision? Are you sure you're in your right mind?"
Yes, this was the biggest issue. How could they allow her to establish a school that not only recruited mutants but also any kind of superpowered individuals, all without control over it?
That was the headache Fury was dealing with. If Emma had demonstrated strong powers like Xavier, who could literally control almost everyone in the vicinity of his school, they might consider allowing her to have her school. Unfortunately, she hadn't.
Her powers seemed to be more oriented toward healing others, more of a support role than a combatant.
Fury said, "To be honest, I would never want anyone to control a force like this, especially with the superpowered aspect. But I think if the plan to make Ms. Emma a hero and control mutants is to continue, this step is necessary."
"Imagine if she became a hero. Many mutants would want to follow her path. Wouldn't it just result in a bunch of superpowered kids and teenagers playing hero? That would be very dangerous."
"Also, the most important thing is to create a weakness for her. As you have seen, as someone who worked in the US military, Emma is a person with strong opinions."
"From our research, she doesn't have any personal relationships with anyone. As a potential Omega-Level mutant, that's concerning. What if she changes her mind and joins Magneto?"
"But once the school is built, her focus will remain there, limiting her thoughts toward other things. If she ever has rebellious ideas, we can threaten her through the school and the people she forms relationships with by then."
"As for surveillance, even I wouldn't allow it. I have an idea to let several agents infiltrate as teachers. This could even allow us to recruit forces secretly without needing to spend many resources training them."
The representatives in the World Security Council heard only one thing: create a weakness for Emma so she could be threatened and controlled like Professor X.
In truth, Fury was helpless in coming up with this idea, but he had no other choice. He knew these people didn't care about anything but their own benefits.
If the benefits they gained were satisfying, they wouldn't hesitate to do anything. And the idea of finally having an Omega-Level mutant under control was tempting.
After a debate that continued with some agreeing while the majority hesitated, Fury informed the council, "The team has captured the Hulk without causing any damages."
He hid the involvement of Ross, as that would cause an international conflict over the US military invading Brazil without proper permission.
Fury had managed to capture their attention. They looked at him, waiting for him to continue.
He said, "I don't know the complete details, but it seems they didn't even fight, even though Dr. Banner transformed into that green monster. It was said that Emma managed to calm him."
That was very surprising to them, as the core objective of this meeting was, in fact, to discuss how to deal with the aftermath of the fight against Hulk and to evaluate the superheroes' performance.
One of them expressed some doubt and asked, "Does she have some kind of mind-controlling power that we don't know about?"
If so, that would change everything. Fortunately, Fury understood the implications and answered promptly, "As you know, I placed three agents on this mission to ensure no details were missed."
"None of them saw or detected her using any powers, including the monitoring devices. In fact, the situation seemed slightly in their favor, and it doesn't seem like they were surprised she calmed the big guy. Of course, I need to review the full report to understand."
This answer reassured the members of the World Security Council. However, they noted that Omega-Level mutants often had some degree of mind-control power.
Although there were only two known Omega-Level mutants so far, it wouldn't hurt to prepare for the worst. As their curiosity about what exactly happened grew, the meeting ended early, leaving the decision regarding Emma's school unresolved.

Emma and her team returned to the US. Thanks to their superhuman abilities, none of them felt tired. In fact, they were in good spirits and were building strong friendships, especially now that none of them were normal people anymore.
Fury, having temporarily wrapped up his dealings with the World Security Council, was there to welcome them. They were the prototype of his Avengers initiative, after all.
He said, "I must say, I'm very surprised by how you accomplished this mission without causing any damage, better than any of my predictions."
Although there were other superpowered individuals on Earth, this team was carefully selected based on their personalities. Naturally, they were the most manageable manpower available.
Emma wasn't swayed by Fury's compliment. She looked at Banner, who was being carried by Logan, and asked, "How are you going to deal with him?"
Yes, that was the question. Would he be handed over to the military for experimentation? Would they detain him? Or was there some other plan?
Fury didn't know what she was thinking, but he said, "Don't worry. I'm planning a superhero team that needs capable people, and he is one of the candidates I have in mind."
"After some education, when he can control his power and prove he won't be a danger, he will be free."
Emma nodded, surprised by Fury's decision. She had thought it would be a pain, as she didn't want Hulk handed over to the military. Banner trusted her, after all. How could she betray that trust by abandoning him?
She said, "I'm very happy with your idea because Earth really needs superheroes to deal with what's coming. Also, if possible, I'd like to see Banner every week."
Fury was intrigued by her statement. What did Emma mean by "what's coming"?
Emma sighed at Fury's curious expression and said, "Don't overthink it. My mystic teacher can see the future and the past, like the small fleet invasion a few years ago and the many big invasions coming."
