He had gathered three essential conditions: Hashirama's cells, White Zetsu's cells, and natural energy as a harmonizer.

In his case, natural energy played a role similar to that of the Sharingan.

Danzo also had Hashirama's cells. But his attempt was considered a failure. He had grafted ten Sharingan with three tomoe each onto his arm, just to barely suppress the Hashirama cells in his right arm.

Danzo had never discovered this because few people in this world could control natural energy. Root was likely among those who couldn't.
