Lucas was taken aback, his surprise evident as he asked, "How? How did the Federation not challenge this?"

Desmond gave him a knowing look and replied, "Why would they? The people at the top belong to various Archon Houses themselves. Lucas, there is no such thing as a lone Archon. It's impossible to become one without an immense amount of resources. Beast Tamers who don't belong to a strong organization create one for themselves after reaching a certain stage. These organizations have only one real purpose: amassing resources.

"The Federation itself started as nothing more than an alliance between Archon Houses. After countless wars, refugees, and waves of immigrants moved into its territory, the Archon Houses realized it would be impossible to maintain control if they continued as an alliance. They needed to become one unified organization—and thus, the Federation was born.
