"I plan on using half the funds to aid the poor, in other words, you could say I'm investing in the poverty of the people" Adrian chuckled

The minister stayed quiet and wanted to see where this was leading

"The Empress is from a Ducal household, she practically has the majority of nobles on her side, so what can I do to balance things out?" Adria asked a rhetorical question

"Gaining the support of the people" The minister of personnel answered his so-called rhetorical question

"That's what I want to take advantage of, not the misfortune but the support" Adrian nodded

"The other half?" The minister asked
