In the first year of Daqian, Yao Ningqing, adhering to the imperial decree, officially divided the land into Taoist prefectures.
Named after the Dao, marked by the prefecture.
The land of Daqian was divided into four regions, within which each major city was established as the prefectural capital of its respective region. Governors were no longer referred to as Taishou but as Magistrates, and the districts under its jurisdiction were overseen by County Magistrates.
The area where Qiandu once stood was designated as the Capital Region Path, which included the corridor that connected to the territory of Dayan; the land to the south was divided into two regions, and the territories of the former Dayan and Jiguo were also divided into numerous Taoist prefectures, dispatching officials to distribute Fulongguan Mountain Stone and rectify the ghost kind in the region of Yan.
The Four Martial Guards undertook the stabilization efforts, patrolling the lands.
