Gunter and Sasha's deaths tore the number of SOVERIGNS down to half and Luna leaving to join Mark's guild also took her away from the control of the goveremnt. So right now, not only are they desperate to get any form of protection that they ccan, they are also trying their best to make sure that Mark and his guild do not go anywhere while they are working to bring the country beck to the state it had been in before the Armageddon attack.
