At least, it would cost a lot more to send either VIRUS or ETERNITY to Blue Star than sending either Winston or Robert.

But Weiss didn't care much about the cost since this feature allowed him to use his game characters to do his bidding. If he wanted to and as long as he had enough Dev points, he could literally create an army of game characters with a Type 5 power level.
