Robert's superpowers were only poison manipulation and negation so it was impossible for him to appear directly outside the skyscraper which meant that Lex had used his ability to teleport Robert outside the skyscraper.

There were only two Awakeners in the underground laboratory and they were none other than Robert Wilson and Lex Morris. However, Lex's superpower wasn't meant for direct combat and it could even be said that Lex's superpower was for the sake of Robert's transportation.

Robert didn't trust anyone so he didn't allow any of the scientists nor soldiers in the underground laboratory to awaken their superpower. Furthermore, Robert had full confidence in power. If even he couldn't deal with his opponents, much less his subordinates.
