The power was not Omnipresent or omniscient, especially since many resisted Phatom's control. It was difficult to encompass the entire Universe and sense everything. As a god, it relied on knowledge and understanding of everything. It was constantly learning, constantly understanding, and constantly searching.

It senses the rise of any person or power that slowly attempts to defy their will and decree.
