Meanwhile henry is just watching all of that take place as a golden miniature sphere floats beside him as he though, "its nice that everything is going as it supposed to, i was afraid that they might be some unexpected things happening due to my earlier unthoughtful actions" before making the miniature sphere disappear, "either way, the accord would be passed soon, and the avengers would be no more" which made him happy, after all, the avengers where on the list of people that needed to go, although they werent a priority, "now all i have to do, is wait and watch" as he then sighted, "time flies" the reason he was saying was quite simple, he was supposed over see what shield was upto, especially with the teleporting stone as well as paying attention to iron fist, but he got caught up in creating his magnum opus, that he just sidelined them, but of course he had one eye on them, so they didnt do nothing too unexpected, "but then again, nothing unexpected ever happens" he sighted.

Chapter 104

At the Avengers Compound, Steve catches Wanda watching a news report on the recent Lagos attack, where the media blames her for the tragedy. The news anchor solemnly reports, "11 Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos, Nigeria, last month. The traditionally reclusive Wakandans were on an outreach mission when the attack occurred." King T'Chaka's voice echoes in the background, condemning the incident, "Our people's blood is spilled on foreign soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent is no victory at all." The broadcast continues, but Steve, disheartened, turns off his computer, though the news still drifts toward him from another room.

Wanda, sitting on her bed, watches the same report on her TV. The news anchor questions, "What legal authority does an enhanced individual like Wanda Maximoff have to operate in Nigeria?" before Steve enters and turns off the TV. Wanda, her voice filled with guilt, says, "It's my fault." Steve reassures her, "That's not true." She insists, "Turn the TV back on. They're being very specific." Steve admits, "I should've clocked that bomb vest long before you had to deal with it." He walks over and sits beside her, reflecting, "Rumlow said 'Bucky' and... all of a sudden I was a 16-year-old kid again, in Brooklyn. And people died. It's on me." Wanda, sharing the burden, says, "It's on both of us." Steve, somberly, continues, "This job... we try to save as many people as we can. Sometimes that doesn't mean everybody. But if we can't find a way to live with that, next time... maybe nobody gets saved."

Suddenly, Vision materializes through the wall, startling Wanda. She admonishes him, "Vis! We talked about this." Vision, slightly embarrassed, replies, "Yes, but the door was open so I assumed that..." He gestures awkwardly toward the door before addressing Steve, "Captain Rogers wished to know when Mr. Stark was arriving." Steve nods, "Thank you. We'll be right down." Vision, deciding to respect the boundaries, says, "I'll... use the door. Oh, and apparently, he's brought a guest." Steve, already suspecting, asks, "We know who it is?" Vision responds, "The Secretary of State."

The Avengers gathered around a table, with Secretary of State Thaddeus Ross standing at the head, summoning them to a serious meeting. Ross began, "Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life because after 13 hours of surgery and a triple bypass, I found something 40 years in the Army had never taught me: Perspective." He acknowledged the Avengers' bravery, stating, "The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives... but while a great many people see you as heroes, there are some... who would prefer the word 'vigilantes.'" Natasha Romanoff, coolly composed, asked, "And what word would you use, Mr. Secretary?" Ross replied, "How about 'dangerous'?" He questioned the group's actions, highlighting how they disregarded borders and consequences.

Ross activated a screen behind him, showing footage from past Avengers' battles. "New York," he began, as images of the Chitauri invasion played, followed by scenes from Washington, D.C., Sokovia, and Lagos. Each location was accompanied by devastating images of destruction and loss, stirring emotions among the Avengers, particularly Wanda, who was visibly shaken by the footage from Lagos. Steve Rogers intervened, "Okay. That's enough," and Ross nodded, halting the images. Ross then presented a thick document, "The Sokovia Accords," which he slid across the table to Wanda. He explained, "Approved by 117 countries... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."

Steve firmly responded, "The Avengers were formed to make the world a safer place. I feel we've done that." Ross challenged him, "Tell me, Captain, do you know where Thor and Banner are right now?" Steve met Ross's gaze as Ross continued, "Or him, what about him?" surprisingly showing an image of Henry fighting Bucky, "Where is he?" Ross asked as the Avengers didn't answer. "Who is he?" Tony asked as Natasha replied, "Henry, goes by the Alchemist. Met him first at one of your expos." "When you were pretending to be my secretary?" Tony interrupted as Natasha corrected him, "I was working for Potts," before she continued, "I caught him stealing one of the Hammer droids." Tony replied, "If he's stealing something from Justin Hammer, then I don't think we need to worry about him," as Sam said, "Is he serious right now?" pointing to one of the many pictures of Henry, especially when he was fighting Bucky. That is when Vision said, "He had some confrontation with S.H.I.E.L.D., from what I gather, and it's not much, he is quite dangerous," broadcasting several images of incidents linked to Henry.

" You can't even do the one job you promised to do right, If I misplaced a couple of 30 megaton nukes... you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground." James Rhodes inquired, "So, there are contingencies." Ross confirmed and added, "Three days from now, the UN meets in Vienna to ratify the Accords. Talk it over." Natasha, with a hint of defiance, asked, "And if we come to a decision you don't like?" Ross, unfazed, answered, "Then you retire," leaving Natasha stifling a smile at the gravity of the situation.

-scene change-

In a cluttered house in Cleveland, Vasily Karpov sat at his table, eating quietly when the sound of a crash outside caught his attention. Peering through the blinds, he saw a man, Helmut Zemo, standing beside his car, which was crumpled against Karpov's. Zemo called out, "Hello? Is this your car out front? I jumped the curb." Approaching the door, he added, "Maybe we could take care of it ourselves. If you wanna call the cops, tha--that's okay too, I guess." Karpov, eyeing his nearby gun, replied, "No. No cops." As Karpov slid the heavy lock open, Zemo suddenly punched him.

In the basement, Zemo used a sledgehammer to break into a wall, retrieving a large box hidden within. He emptied the contents onto a table, revealing documents and a red book with a star on the cover. Meanwhile, Karpov hung upside down, tied to pipes, his head submerged in a filling sink. Holding the red book, Zemo remarked, "You have kept your looks, Colonel. Congratulations." Karpov, desperate, asked, "Who are you?" Zemo, coldly, responded, "My name is Zemo. I will repeat my question. Mission report. December 16, 1991."
