Contrary to popular belief, Leo's arrival in Florida wasn't a mere coincidence. Many assumed that Leo had no intentions of taking over the state for his Underworld gang, but they couldn't have been more wrong. Leo was a strategic mastermind who knew how to build an empire from scratch, and he had his sights set on conquering New York.

Unlike in Florida, where Leo had successfully established the Underworld from nothing and turned them into the overlords of the state, Leo realized that New York presented a different challenge. There were already seven major gangs operating in the city, each with its own territory and established power. The size and influence of these gangs far surpassed what Leo had encountered in Florida, making a direct confrontation a risky and attention-grabbing move.
