"Yes, this is absolutely correct," admitted Tsunade with a resigned sigh. She knew that if not today, then tomorrow, everyone present here would learn that Konoha had sheltered Nagato and Konan, and the consequences would be dire.
The Raikage's voice reverberated through the tense atmosphere, his tone undeniable as he banged his fist on the meeting table for emphasis. "Hand over those two to Kumogakure immediately," he demanded, his eyes flashing with determination. "Otherwise, we from Kumogakure will have no choice but to declare war on Konoha."
Tsunade, known for her fiery temper, clenched her fist and pounded it on the table, her voice resonating with determination as she spoke, "Firstly, we are never going to hand over Nagato and Konan to Kumo. And if you're truly intent on going to war over this, then I don't mind accompanying you. But know this, it won't end well for anyone."
As tension thickened in the room, Onoki interjected with a calming tone, his expression thoughtful as he addressed both leaders, "Calm down, Hokage and Raikage. He is clearly trying to sow discord among us; we should not fall for it. And I hope that the Hokage has a reason for giving Nagato and Konan shelter. Let's not rush into conflict without understanding the full picture."
"Of course, I have a valid reason," Tsunade responded, her voice carrying a mix of frustration and conviction. "Why do you think I would give shelter to Konan and Nagato, especially at a time like this? And in the information that Konoha provided last time, it is properly documented that the real leader of Akatsuki is Obito, not Nagato. There are intricate layers to this situation that you might not fully grasp."
The Raikage's gaze hardened, his impatience palpable. "Then provide that reason," he demanded, awaiting Tsunade's explanation with a stern expression.
"Raikage, please calm down. After we've dealt with this masked man, then we can revisit this matter," said Onoki. With those words, Onoki activated the 'Dust Release: Detachment of the Primitive World Technique'. Soon, Obito found himself enveloped in a translucent white cube. However, like a ghost, Obito phased through the ground and disappeared below.
"He really can phase through anything," remarked Onoki with a sigh of regret. "If my 'Dust Release' had hit Obito, then his story would have ended right here and now."
Obito once again emerged from below the ground and addressed the meeting, saying, "Why are you so anxious, Tsuchikage?"
Onoki didn't respond immediately. Instead, he stared at Obito intently and asked, "What is your purpose for coming here?"
"I came here to offer you all a chance to avoid war and unite with me as one," Obito replied.
Terumi's curiosity piqued, she questioned, "What chance do you mean?"
"Hand over the Nine-Tails, and you can all avoid war," Obito stated.
"What exactly is your plan, Uchiha Obito?" Tsunade questioned.
"Didn't Jiryoku tell you?" Obito asked. Tsunade remained silent, merely fixing her gaze on Obito, waiting for his response.
"Many years ago," began Obito, his voice carrying a weight of history, "the legendary 'Sage of Six Paths' made a pivotal decision to rid the world of the terror inflicted by the Ten-Tails. In a daring move, he became the Ten-Tails' Jinchuriki. However, as his final days approached, he harbored a profound concern: who would control the Ten-Tails after his passing? In a stroke of brilliance, he divided the Ten-Tails' chakra into nine distinct entities, which we now recognize as the nine-tailed beasts."
Pausing for effect, Obito continued, his gaze sweeping across the room to gauge the reactions of those present. "As you are all aware, my aim is to reunite these nine-tailed beasts into the formidable Ten-Tails once again. By becoming its Jinchuriki, I will harness unparalleled power, amplifying my ocular abilities to unprecedented levels."
A sense of determination infused his words as he outlined his grand vision. "With this newfound power, I plan to cast a genjutsu of unparalleled strength upon the world. Under my control, conflict will become a relic of the past. Every individual will have their desires fulfilled without the need for violence or strife," Obito declared, his voice resonating with a mix of conviction and ambition.
"That kind of peace is merely delusional. Peace is achieved through constant efforts," Gaara remarked, his voice carrying the weight of experience gained from leading the Hidden Sand Village.
"In other words, you want to make this world 'your world,'" Onoki interjected, his expression etched with scepticism as he scrutinized Obito's intentions.
"Living in a world of Genjutsu is merely an escape from reality. I will never agree to such a proposal," Terumi declared, her tone unwavering, reflecting her resolve as a leader.
"Very well, then. Today, I declare that after six months, the 'Fourth Great Ninja War' will begin," Obito announced, his voice resonating with a chilling certainty. With a swift gesture, he activated his Kamui technique and vanished from the place, leaving behind a tense atmosphere fraught with uncertainty and looming conflict.
