After his fight with the rhino mutant, the Gorilla gang leader ordered that all the mutagen the Serpents they captured be delivered to his offices, and at the moment, large tanks, being carried by hover trucks, were being transported to the Gorilla base.

The mutagen that was being brought in was not similar to what Kazak had gotten from Jin Peng. This version was the one being distributed in the streets, meaning it was heavily diluted to compensate for the high demand.
