King Jian stormed down into the dungeons, Cassian and Kirgan had both met with them halfway and so all five dragon lords arrived Menarx's district at the same time.

The place tagged 'Lord Menarx's district' was a section of the dungeons where the most hardened criminals were remanded to be seen to by Menarx in person.

These kind of criminals were those who had committed the gravest offences and yet were willing to die before they made any confessions.
