This was because most Dynsaties had a certain point they focused on. Some military power, others economy, and so on.

However the Ragna Dynsaty had decided to go for the route of Jack of all trades where they did well at everything but weren't perfect at anything. But it was precisely because of this that it managed to rank so highly, and it was considered to be the most hospitable Faction there was within the Dynasty faction.
