There were a plethora of things to fix at once, and Harold was not the type to waste time, especially when he was angry. So he had put everyone together outside the palace and not in the courtroom so that everyone, including the villagers, would watch firsthand. He had the royal golden token. Not that he needed it at this point, but he had it with him as a symbol of the authority he held in the palace right now.
