For the time being (Winterfell)
Bran was helping the Northern Lords in their troubles as the new lord of the castle. After his father had died and his brother Robb had gone to war with the Lannister, he was now in charge and was now sitting on his seat next to Maester Luwin until the door was slammed open by the guard with a shocked expression on his face.
It's Lord Stark, he's alive and now he's back in the castle the guard shouted loudly
Maester Luwin and Bran were shocked to hear this the former hurriedly grabbing a hold of bran's wheelchair so they can go see it for themselves once outside Bran saw Ned getting out of the wagon with his sister Arya.
Ned: my son it looks like you
have grown up now
Ned look at Bran who was sitting in his wheelchair because after treatment Bran needs six months of not standing and resting in order to not have any collateral injuries thanks to qyburn
Bran: Dad, is that you?
Bran said in a skeptical voice filled with pain, hope, sadness, and fear
Ned walked over to him and hugged him and told him not to be afraid now everything will be fine and looked at Maester Luwin.
Ned: Luwin, i want you to send a raven to all the lords of Westeros of what I will tell you at once.
As you command, my lord, said Maester Luwin, with a big smile
Ned: I am the lord paramount of the North, Ned Stark, son of Rickard Stark, I announce to everyone that I am alive after my arrest and I would like to tell everyone the reason behind my arrest and presumed execution while I was still in the position of the hand of the king I found notes of an investigation carried by the previous hand lord Jon arryn that led into finding out that the children of Cersei Lannister were all bastards between her and her brother jaime Lannister the one sitting on the iron throne is a bastard and for that I was arrested before escaping with the help of lord John black I would also like to announce the withdrawal of the north from under the iron throne and that lord black would become the first ice king of the north the first of his name and king of the first men.
Call on Renly Baratheon and Stannis Baratheon to stop their petty war and to meet me in Dorne as a neutral land under guest rights for a friendly discussion and anyone who would violate that order in any way, magical or not, would be an enemy of the north and the Ice king john, the first king of the north of his name, and king of first men.
The news of ned stark survival and subsequent statement spread all over Westeros, everyone was shocked to hear it and eyes of suspicion were pointed at kings landing and the one sitting atop the iron throne
In kings landing
Cersei was seething with rage when she read that message
Cersei: You're saying that Ned Stark still lives, how is that possible?
Varys: It seems that the body we thought was Ned Stark was mutilated to the point of not being recognized we only confirmed that he was ned stark by his clothing and hair color but it seems we've been fooled.
Joffrey : That liar will regret it how dare spread lies against his king I shall have him brought into his knees and cut his tongue out with my own hands.
in Riverland
Rob read the letter five times and still couldn't believe that his father is alive and that he was rescued alongside his sister Arya. He received messages from his father to stay where he was and was also scolded for breaking the engagement between John Black and his sister Arya and told him that John won't forgive such an insult easily.
In storm lands
Brianne has just won in a duel against Loris, but the most shocking thing happened when she took off her helmet and showed everyone that she was a women after the shock dissipated she was offered to become a member of the Royal Guard.
Urgent message from the north the guard said and gave the message to Renly
When Renly finished reading the paper, his expression became complicated, and he handed the paper to Catelyn and left the place with his bodyguards for his tent.
Catelyn: Oh, my God, please, I hope that's true
In Dragon Stone
Stannis had finished hearing Ned's speech from Davos Seaworth
Stannis: So Ned is alive and I suppose he'll still support me for the throne
Davos: Yes, I think so, my lord
Stannis : But the withdrawal of the North would be a big problem. He should know that I will not allow that to happen.
In the land of Dorne
Under what authority does Ned stark think that he can hold a meeting in my lands without my permission?" said Prince Doran angrily
Oberyn: I allowed it
Doran: May I know why we have been keeping a neutral stance in this war why change that now.
Oberyn: Going back in time, I met John during his travels years ago and I made a deal with lord black in exchange for my help and support he will deliver me the heads of Meryn trant the mountain and tywin and after hearing about the death of the mountain at the hands of his knight I'd say I made a great deal.
Doran was silent at what he heard and thought about it just hearing the news of the mountain's death brought a happy smile to his face and the prospect of getting the rest that were involved made him think that his cooperation was a small price to pay.
Dad, is it true that he defeated you?" Obara said as she looked at her father, who is now smiling
Oberyn: Yes, I will never forget that fight. He managed to defeat me without even drawing his sword.
