Temitope cancelled his planned recruitment tour that would've seen him reach more than half of the countries on the African continent.

With the establishment of Horus, it was a given that it would have multiple recruitment campaigns. Temitope, or whoever was in-charge of recruitment, couldn't be travelling all over. Plus, since there was only one RDD device, it was better to situate in one location.
