The father royal was indeed the one who had not looked upon the child with a smile, but the words that question who shall birthed this beautiful child, and throw him yet away to suffer. 

For the child shall not be ordinary shall it mean the parent had been scared to keep him or that he killed his parent and thus, the people throw him yet a way. And that they shall not accept a child they knew not what he can yet do or not do into their kingdom. 

For it shall be so that the safety of the kingdom remains his priority and Atikah, as the father royal called must she return the child to the shore he find him and the river shall take him yet further away from their kingdom and perhaps to the east where they shall yet accept him, or to the west where they shall want him.
