Before the Moonlight Guillotine's appearance, it was the Guardians' job to mediate and control every faction.

For example, if the Mealma Empire, a Spirit Empire was to became overpowerful, the Guardian of Void will come forward and reduce their power.

The reason why the Guardian of Spirit is not the one who just removes their power is that it was not her specialization. Spirit can but that doesn't solve the problem.

She specializes in blessing Spirit Energy when it is becoming imbalanced. If they only take and remove, Ressuim will be weaker over time. Energy, once used, will spread throughout the universe.

That's why the Guardians need each other.
