The hosts that are here to fulfill the soul's regrets and wishes sound a bit wrong, don't you agree?
In case you didn't notice, that's some serious manipulation with the readers and characters right here.
Why not give the soul a second chance? Why it has to be to host who does that? One of the twists which would make sense was that the previous body owners are actually the host's past lives.
I would hate it if someone lived under my identity. But yeah, everyone's opinion is different. There are some tired souls that just don't care, or some that would be happy to give up their identity for an illusion that their wish would be fulfilled (though it's not them who accomplished it).
Was it fair for a host to steal another soul's body identity for the sake of their mission? No, it wasn't fair. HQ didn't waste their time negotiating with a common soul. They barely acknowledged Xuan Mu. The soul, whether it wanted or not, had to offer the body to their hosts, even if it was against its will.
I seriously think that most hosts/transmigrators are being manipulated in a similar way to how Xuan Mu wiped out Aoi Hong's memories. It would explain how a girl that believed to live her whole life in a hospital knew unexplainable things, or think that she was inside a novel, movie, etc.
HQ is evil but also not. They will do everything to keep a balance, including putting other souls through torture, anything to assure that the soul would continue growing.
Aren't they afraid that their host would rebel?
Not really. They are expecting it.
Throwing stupid jelly people without brains doesn't challenge these types of souls anymore.
That's when Xuan Mu comes to the scene.
To throw decoys, fake HQs, villains, and other rocks along the way.
He would become the last boss if necessary, and would only 'surrender' after a soul evolves.
