It's about population evolution. Next faze of it really - subcultures do compete and evolve instead of biological populations.
Conservatives do try for really slow changes, some really low "mutation rate". Thus they die. Slowly.
These populations that embrace changes (high mutation rate) do fare more or less in this way:
90% of em would take some wrong path and die before conservatives would.
10% get lucky and make 100% of the future population, replacing both conservatives and 90% of their real competitors.
It's just one small step of evolution. Then populations would divide once again and the cycle repeats.
