That's not a good conclusion. This should be less than USD 5 M / year by 2015. It's a very small cost for a elite school intended to form elites, frankly, I don't know much about elite schools irl but it would surprise me if there aren't many elite schools that spend 10 times or even more than that a year, for them would be trivial to stablish such a system if they deemed worthwhile.
