I have plans for those guys. Although none of the strawhats would join his crew. And when he's flying with Kuina, I have mentioned how he struggled to control the Zoan transformation, because he was neglecting his df and focusing on developing his skills. I feel devil fruit training doesn't make much sense. It grows with users familiarity and especially in combat, something he isn't getting involved in right now. But don't worry, it'll grow too. As for Ronan matching Raiden in terms of combat, that is what I want him to do. Ronan belongs to a rare type of fishman and they are supposed to be very strong combatants. Raiden will be MUCH stronger than him in his hybrid form but Ronan can match him in combat in his base form.
