Took me a while to mull this over as well. It’s honestly very hard to gauge what counts as a “Shadow Clone” sometimes. Especially when I have to consider the “quality.” To put it into perspective using Tiers, If a person makes two Shadow Clones with C-rank Chakra, each clone will have 1/3 of his total chakra. This puts us down to say, D-rank Chakra contents for each clone. However, the minimum requirement for any one Shadow Clone to actually be created is F-rank Chakra. Thus we can say that, this person with C-rank Chakra can make 9 F-rank Chakra clones. Suffice to say, a person with more chakra can create higher quality clones. I’d like to attribute Kakashi and other Jounin’s preference for such small amounts of clones to the quality they want their clones to be at. Suguru, on the other hand, uses the base clones as a way to quantify his chakra. Thus, it will always be perceived as have more quantity than quality.
