He can but only if he has the UQ and two of the characteristic. His connection to Sefirah castle can be used as a substitute for the last characteristic but he will only be a false deity
That is indeed the case and yes his fooling authority is overall stronger here. Also he doesn't need to have the last Seq1 characteristics, due to his connection with Sefirah Castle acting substituting for that characteristic (Stated in Chapter), so Klein is essentially "The Fool", but a False one.
