also i think vulpes would never let a merchant who is from legion territory do business with the ncr without being a legion spy or with a warning that if he spills his guts about legion secrets bad things will happen to him,considering how little the ncr knows about the legion,since all they know is what caesar has allowed them to see,unlike what the legion knows about the ncr of all its internal problems the republic knows nothing about the legion internally speaking.
