also i think vulpes would never let a merchant who is from legion territory do business with the ncr without being a legion spy or with a warning that if he spills his guts about legion secrets bad things will happen to him,considering how little the ncr knows about the legion,since all they know is what caesar has allowed them to see,unlike what the legion knows about the ncr of all its internal problems the republic knows nothing about the legion internally speaking.
there is no communication between the ncr and the mexican states, linguistic problems and the legion covers exactly all the territories that could allow them to communicate, they know that caesar is conquering the mexican states, but they think that only with the tactics of mass attack that the legion has always used, besides the sea personally I consider it a dangerous place because it is a matter of seeing the mutated animals that are in the world, it is probably of beasts that can swallow whole ships or worse.
