This was intentional, as the character is aware of the coming history, promising them a 3 year tax break but knowing at best they'll only get 1 year of it before they'll need to flee these lands. Contextual foreshadowing if you will

Oh yeah their not really gonna open air farm, this was meant purely as an aid to describe just how much seed they traded for, since I think giving an area of land is better than being like "we bought 200lbs of seed" cause I mean how much is 200lbs of seed? lol
The trade group had returned and Alpha had done a very good job, our excess monster meat had been converted into enough crop seeds to easily plan close to 100 acres of open land, and thanks to the engineers now having access to a tech centre our method of farming had gotten even better.

hm, probably having to instill loyalty but if one was to grow up witnessing blind loyalty it would be in a way like brainwashing, kind of like how extremist groups presently work.

Not really that far off from where things are going to be going honestly.
As they got near the city they halted their vehicles and dismounted, it was sheer suicide to approach any ruined city with an engine running, beasts and zombies alike would hear you coming and by the time you stopped you'd have a horde on you.

Well that's for being a stage 4 city, and given backstory not yet released there's a reason for having a 'guardian' as it were to act as the cities trump card in times of strife.
But the basic requirement to be a Stage 4 city is to have at least one 7th Tier awakened who'd serve as the leader of the city in a sense even though they all barely did any management and cultivated to reach ever higher with access to all the resources of the city.
