They were planting bombs, and i assume that there was enough destructive ability in them to potentially kill majority of spectators, and students of UA, and some heroes too, that number and resulting suffering would have been more devastating than those 'villains', and bad press would have made more villains.
Killing fifty people for such a petty reason... It's laughable, really.
