if they can learn jutsu with such ease and can learn medical jutsu and knowledge very easily due to their sharingan, it would be lgoicsl for the uchiha to make teach the young ones some of it in war times since it increases survival rates so much (which you,also mentioned before with the "1 medic nin per squad" thing)

Besides, as long as people stidy for it they can be medical nin, a sharingan will accelerate the progress a whole lot so they definitely should pay some attention to it. the stuff about it being short term memory seems very unlikely
