Reading the book further into the book I see that he is building an empire on hope. Which in the 40k universe is a good thing, however Tzeentch also has some sway over hope as change can create hope. I wasn't mad about the MC being "goog" either, just confused when he knows about the 40k universe.

Why is he so "good"? I mean, he doesn't need to care just provide a bit better living and he can get what he wants. This is the GRIMDARK future. Him being "good" might win some loyalty but I doubt the mass majority would return it. Their way of life is too entrenched. 10,000 years of the same thing. just try and survive as a leader by being "good" or giving "hope".

As Ser Barristan Selmy and I entered Kraznys mo Nakloz's hall, we were greeted by the sight of Missandei standing beside him. She was poised and elegant, a stark contrast to the brutish demeanor of the Good Master. Her role as a translator became immediately apparent, as she began to interpret Kraznys's words from Valyrian to the common tongue for our benefit. she is ambitious but very smart. most moves she makes are for her granddaughter . since her son and grandson have big "weaknesses".
