Other nations deal with the Tyranids, the forces of Chaos, and the Orks. Necrons keep to the Imperium's galaxy as they are only focused on retaking their lost territory. As a side note, the Imperium of Man does not interact with its neighbors much because they intermingle and mate with xeno races. The Adeptus Mechanicus also does not want other nations' tech entering their territory as it exposes their lies and deceit. While Machine Spirits and their archaic rituals work, it is that way because so much of the Imperium believes that is the way things should be. When people realize it does not have to be that way, their whole way of life goes out the window in a hurry.

He sparked the Clone Wars to pull most of the Jedi Forces to a place where they would be pinned between the Droid Army and Clone Troopers when Order 66 is given. Several Jedi Masters would have been the only people left to stand against him, but that is a non-issue for him as he has bounty hunters and millions of soldiers to throw at them. What stopped this from playing out is the Imperium's Crusade and Victor's arrival. The Crusade makes destabilizing their nation a dangerous venture as the nation could be overrun by the forces of Chaos without a united front. Victor's arrival threw a wrench in things too as Palpatine would now be concerned about being hunted by an unknown Sith.

He has an extraordinarily large intelligence network, countless Lost Items that once existed in other worlds, is hacked into the HoloNet, intercepts encrypted data from other nations, and has drones that scout out ahead of him when he goes to new locations. They know he does his homework well in advance so they just accept it.

To be fair, no one on the planet is a threat to him at this point. When you have teleportation technology, orbital lasers, and the means to eviscerate a country at the snap of your fingers the small stuff does not matter that much. Off world it does, but not on his homeworld.
