Most if konohas weakened strength is because of danzo, if he never manipulated hiruzen then honoha would still have lot more strong shinobi and some of there issues with the other villages wouldnt have occurred. The only reason the village even stayed afloat was because hiruzen was a wimp that let everyone walk over him so he trued to avoid all problems. Danzo may not be responsible for all the worldy issues but majority of the villages problems were because of him
