Hashirama and Madara should be SSS, above Super Shadow- basically, Gods amongst people, under Sage of Six Paths. Hiruzen himself should be high Shadow (S) level in his prime. Minato should have just entered Super Shadow. Real high level Super Shadow should be third Raikage, Ohnoki, etc.
But SS rank—those were the super-shadow (Super-Kage) level ninjas, the kind of strength only a handful had ever reached.

There should still be powerhouse, from different families, left from Warring States period during this time, hence Konoha survived. There is still Mito, as well as the Senju family.

Tbh, this is such a great shame for these 6 disciples of Tobirma. They were also the hokage guards, and they were supposed to protect him, but he died protecting them instead. And they had to rush to Konoha for protection. But Konoha didn't collapsed in the era of Ohnoki and third Raikage, so I suppose there were still powerhouses, from Warring States period, that are still alive in Konoha, on this time period.
Hiruzen's voice cracked, his heart aching as he recalled the moment his teacher had made that fatal decision. "He took down fifty jonin, twenty elite jonin, and two kage-level opponents. But... he didn't survive."
