Technically there is no reason for it not to exist in marvel even if it wasnt actually stated. The speed force is the a dimension made up of kinetic energy/"speed"/movement It has also has been called the fourth dimension, with the fourth dimension being generally associated with time. (which makes a very good reason why speedsters can time travel seeing as there is no way to do such through speed alone.) Though you arent wrong, there is no such thing as the Speed Force in Marvel though considering Marvel has dozens of random dimensions people pull power from, there is no reason why there cant be a Speed Force equivalent

Also i think the skill caps out once the chakra cost reduction maxs out and so that might be where the efficiency caps out too even if it wasn't stated. But I have no idea I'm taking wild guesses here

Efficiency is how well something works. So it's not directly a drop in cost and such though one could happen as a result. Its kinda like quality I guess. In this case his chakra can do more with the same amount once the skill levels up. This would in turn cause a reduction in cost but it's wasn't directly effected. Then you have the actually price reduction bit. Which Im assuming is either a purely game mechanic thing or its he got better at using chakra so he needs less to do the same thing (even without the other effect) . I have no idea if I explained how I understood it well enough to make sense or not
