That phrase is referencing the scene when Shepard was talking to the Council, they litteraly called Shepard's Vision a dream, nothing else stated that they knew about the Reapers before Shepard made contact with the Eden Prime beacon. Go read the Mass Effect: Revelation novel which takes place years before the game timeline.
The worst part of it all is that, based on the folklore behind the Reapers, they would most likely be successful this time too, as they are supposed more advanced than the whole galaxy combined.

The game never stated the Protheans died to anything before the Reapers were revealed. What was commonly stated throughout the galaxy was that they "mysteriously" disappeared, which doesn't state that they were killed off. (They could've left the galaxy as a theory.) Again, all this was before the Reapers were revealed to be the ones responsible for the extinction of the Protheans.

Where's your proof of this? Nothing stated the Galaxy knew about the Reapers before Saren found Sovereign, even then Saren kept the knowledge of Sovereign a secret for 18 years before the start of the game in the Novel "Mass Effect: Revelation."
