Grafia and Serafall should be on the higher tier since it's literally her title and grayfia is her rival during the great war. After all if she's that weak she shouldn't been one of their leaders. Most major heads of mythology should only be placed on Super devil tier since serzechs manage to threaten Hades to not being able to leave his realm and he's one of the strongest on his level around. Also the fact that the 3 factions haven't got annihilated by the other mythology shows why they're aren't lacking some top tier fighters. After all they are very very hated by other mythology because of the 3 way great war. So you're tier list is very flawed.

It's a waste to use it on boosted gear. During the vampire arc the villains are able to mass produced it. The only reason why Issei boosted gear is that special is because of great red and ophis flesh when they recreated his body.
