The black-out didn't go unnoticed by the hunters off in the water. Even Noah could feel the magic build-up in the city after the lights went out. However, he had been hearing Theresa's and Allan's voices in his earpiece that he wore before getting out here.

Even if he had not gone to receive orders from SCC, he had received calls from Theresa. SCC and the Order were now working together so he could think of him and Luca as representatives of SCC to help out the Order… though that would only be true for him. Luca was sent by the Order after all.

That was why he didn't think too much about the magic build-up. As long as Theresa wasn't calling for him to come, they had everything under control. Right now, he had to concentrate on battling the witches under the storm.
