Dak decided to place the Zangoose and Seviper tribes outside the Alliance City.
One tribe on the west side, the other on the east side.
Dak planned to set up a forest around the outskirts of the Alliance City as a natural protective barrier, while the south would be developed into suburbs with small villages as the southern border of the city.
Acting swiftly, Dak led the Zangoose and Seviper tribes to the far west and east sides of the Alliance City.
Both tribes thrive in forest environments, where they can hunt and camouflage themselves using the terrain.
Dak used the remaining 160,000 PokéCoins from his system to create two 80,000 square meter forests on the west and east sides. These forests included lakes connected to the northern inland sea.
The forests would eventually grow beyond this initial size as people planted more trees and expanded them.
For now, the current scale was sufficient for the Zangoose and Seviper tribes to claim their territories and return to their natural behaviors.
The trees included many common Pokémon world fruit trees, providing food for the Pokémon living there.
Dak also planned to introduce small animals like pheasants, rabbits, field mice, squirrels, snakes, frogs, and insects to create a balanced ecosystem and food source for the carnivorous Pokémon.
Both the Zangoose and Seviper tribes were satisfied with their new habitats and entered the forests after expressing their gratitude to Dak.
They would undoubtedly engage in internal conflicts to establish territories, as that's their nature. In the future, some may cross the Alliance City to stir trouble in the other forest, but that would be at least a month away.
Even if conflicts arose, Dak wouldn't intervene, as having natural enemies keeps them vigilant and prevents uncontrolled population growth.
After resolving the Zangoose and Seviper tribe placements, Dak turned his attention to the other two tribes.
The Lapras tribe was easy to accommodate. The sea around the Alliance base was their natural home, safe and quiet, and they would undoubtedly love it.
Dak would arrange for people to capture various marine creatures and introduce them into the lake.
This lake, like the one at the main Breeding House, had special properties allowing marine life to thrive.
The One Piece world was abundant with marine creatures of countless species, so there was no shortage.
Dak even considered contacting Fish-Man Island to help gather aquatic plants and deep-sea fish for the Lapras tribe.
For now, the Alliance would provide food, which wouldn't be too costly with the abundance of street vendors in Water 7.
Braviary's tribe was a bit more complicated. They typically lived on mountain peaks or in snowy regions, neither of which were currently available. They had to temporarily settle in Alliance City.
Fortunately, Braviary and Rufflet were not picky about their environment and enjoyed lively atmospheres.
Alliance City was currently the only bustling place on Pokémon Island, making it a perfect temporary home for them.
With the four Pokémon tribes temporarily settled, Dak returned to the Breeding House to meet his new partner.
He wasn't worried about the Pokémon tribes attacking the residents of Alliance City.
These Pokémon came from a world where humans and Pokémon coexisted peacefully. As long as humans didn't provoke them or invade their territories, they wouldn't attack.
Back in the Breeding House, Dak was excited.
A max-level Lapras!
"Dak, there were some noises coming from your room earlier. It sounded like something was calling."
"Yes, that's my new partner!"
Dak responded excitedly and rushed to his bedroom.
Opening the door, he was greeted by a huge cutie!
While a typical Lapras stands around 2.5 meters tall, young or female Lapras may be shorter. However, this Lapras was a towering 5 meters tall!
A Pokémon's size is influenced by age, gender, and strength.
For instance, Sceptile's age made it average-sized for its species, but it was 0.4 meters taller due to its strength.
This Lapras was twice the size of its kin, indicating not only immense power but also significant age.
Lapras are also naturally heavy. At the moment, Dak's bed was crushed under its weight, and the bedding was soaked due to Lapras' Hydration ability, which kept its body moist, secreting pure water.

Dak quickly approached and hugged Lapras' long neck.
Lapras are incredibly gentle Pokémon, so Dak felt safe embracing it upon their first meeting.
This was unlike the previous three Pokémon, known for their fearsome reputations.
Giratina and Darkrai, with their titles as the Renegade Pokémon and Pitch-Black Pokémon, respectively, were intimidating.
Sceptile wasn't feared but was known for being proud and aloof, rarely showing kindness to the weak.

Lapras gently called, tapping its large feet and swishing its tail.
To Dak, Lapras' actions were adorable, and he hugged its neck tighter.
Cool and soft.
Lapras smiled gently, sensing Dak's affection, and reciprocated.
Lapras naturally liked others, similar to a golden retriever that loves humans.
However, unlike golden retrievers that may be aggressive towards other dogs, Lapras remained gentle even towards other Pokémon.
"Let's go get you checked up."
Dak eagerly led Lapras to the manufacturing room for a check-up.
Despite its size, Lapras weighed around 500 kg. For people in the One Piece world, this weight was manageable. Dak, no longer a weakling, could easily lift Lapras with some help from his psychic abilities.
Lapras was surprised that Dak could lift it but quickly became happy.
A strong trainer was a good thing.
In the manufacturing room, Lapras greeted Monet, Gardevoir, and Porygon-Z.
Monet was used to Dak bringing in powerful Pokémon and was just happy to see another strong member join the Pokémon Alliance.
Based on her observations, Dak only brought exceptionally strong Pokémon for check-ups.
Lapras was undoubtedly one of them.

He could now ride Lapras across the sea!
With Giratina in the sky and Lapras in the sea, Dak almost didn't need to walk.

Shirahoshi counted the days on her fingers. She had been on Pokémon Island for a total of seven scattered days.
She watched as the Alliance City grew from empty to slightly populated. However, none of the residents of Alliance City knew that a mermaid princess from Fish-Man Island was hiding in the inland sea next to them.
Sometimes Shirahoshi would come over by herself, and perhaps only the person who brought her to Pokémon Island knew she had arrived.
Most of the time, Shirahoshi would dive into the inland sea and play with her two friends.
Her friends were Feebas and Magikarp.
Shirahoshi's natural, high water-type affinity made all Pokémon unable to resist approaching her.
Just as the Lapras tribe arrived, they noticed the presence of this little mermaid.
On the same day that Dak had just destroyed half of the World Government, Shirahoshi quietly slipped into the inland sea.
Although the new residents meant she dared not venture onto land, she was not sad. Watching the people and their Pokémon strolling and playing in Alliance City made her happy.
She fantasized about strolling down the street with her father, mother, and three brothers.
Could such a life be possible?
While Shirahoshi was peeking at the shore, she suddenly felt herself being lifted up.
"Huh?!"
Shirahoshi was startled, shaking her tail.
Slap.
Her tail seemed to hit something soft.
Shirahoshi turned her head and saw a Pokémon biting her collar, lifting her out of the water.
It was an ancient and enormous Lapras. Shirahoshi remembered that the people of Alliance City liked to call these Pokémon "Lapras."
This Lapras was the oldest in the tribe, probably over three thousand years old, standing ten meters tall, twice the size of Dak's Lapras. However, this Lapras was not as strong; its size was mainly due to its age.
Age and strength both affect a Pokémon's size, but age accounts for most of the influence.
With Dak's Lapras leaving the team, the former leader resumed command of the tribe.
"Hello... Grandma," Shirahoshi greeted the Lapras, waving her hand.
She was not afraid of this Lapras.
Perhaps it was because kind mermaids could communicate with fish, or maybe it was Shirahoshi's Sea King abilities. She could feel the Lapras' goodwill.
"Lapras."
The Lapras smiled with narrowed eyes, placing the little mermaid on her shell and leisurely swimming on the sea's surface.
In the distance, other smaller Lapras played with water balls given by humans or competed in singing.
Some Lapras, sensing Shirahoshi's presence, swam over to nuzzle her affectionately.
"Excuse me, where are you taking me?"
Shirahoshi sat on the Lapras' back, shyly covering her tail, worried about being seen by the people on the shore.
"Lapras~."
Nowhere in particular, just for a stroll.
The old Lapras lazily shook her head, carrying Shirahoshi aimlessly across the sea.
Lapras loved taking people on sea tours, an activity that made them happy.
Especially since Shirahoshi had a natural affinity that water-type Pokémon were drawn to.
Shirahoshi wasn't good at refusing others, so she obediently hugged the Lapras' neck, watching as they wandered around.
"Ahem."
Suddenly, a familiar sound came from the water.
Shirahoshi's eyes lit up upon hearing it.
It was her talkative friend, Magikarp.
Shirahoshi looked into the water and saw Magikarp and Feebas poking their heads out, looking at her.
"They're my friends," Shirahoshi said softly.
She wanted to play with her friends in the water but was too shy to tell Lapras.
"Lapras~"
The old Lapras nodded, gently placing the little mermaid back in the water.
She signaled Shirahoshi to go play.
"See you next time."
Shirahoshi politely bid farewell to the old Lapras, then remembered something. "Oh, I'm Shirahoshi!"
"Lapras~"
The old Lapras nodded, indicating she remembered, then paddled away.
Shirahoshi felt happy, thinking she had made a new friend.
Usually, she stayed in the palace on Fish-Man Island. Recently, her father, mother, and brothers were busy collecting signatures and had no time to accompany her.
Feeling lonely and bored, Shirahoshi sneaked to Pokémon Island to play.
"Blub."
Feebas blew a bubble on the surface, then dove underwater.
Magikarp and Shirahoshi followed suit.
The three swam freely in the open sea, with nothing to block them, allowing them to explore to their heart's content.
"Ahem."
Magikarp asked Shirahoshi a question.
He and Feebas were getting bored of this sea, as it was just the two of them. The Lapras tribe usually stayed on the surface.
"Huh? Want to visit my home? Is that okay?"
Shirahoshi was puzzled.
She felt she shouldn't take Magikarp and Feebas off Pokémon Island without asking Robin first.
"Ahem."
Magikarp pleaded with Shirahoshi again, eager to see the outside world.
Feebas remained silent, seemingly indifferent.
Unlike their counterparts in the Pokémon world, who accepted their mediocrity, Magikarp and Feebas on Pokémon Island were more confident.
This confidence would significantly help them evolve, especially for Feebas.
Magikarp evolves once it reaches the required level.
Feebas needs to increase its beauty stat or use a Prism Scale to evolve. The beauty stat involves not just external beauty but also self-confidence.
"Alright, I'll ask Sister Robin."
Though Shirahoshi disliked troubling others, she decided to ask Robin for her friends.
That evening, Shirahoshi approached Robin and explained the situation.
Robin nonchalantly agreed.
She knew Dak's attitude; he never restricted Pokémon's freedom. They could go wherever they wanted, so she knew Dak wouldn't refuse, and she granted Shirahoshi's request.
"Great!"
"Ahem!"
Shirahoshi and Magikarp hugged each other, spinning around in the small lake in the shop, splashing water onto the nearby lawn.
Feebas, fed up, smacked them with its tail to calm them down.
Excitedly, Shirahoshi led Magikarp and Feebas out of the Breeding House.
It was her first time bringing friends home!
Before the door closed, Dak, who had just finished Lapras' check-up, came out and curiously watched Feebas and Magikarp leave.
If he remembered correctly, these two Pokémon should have blue potential.
Dak hadn't given them any items to enhance their potential.
But when he used [Potential Detection] earlier, he saw a faint purple glow on both Pokémon.
This meant Feebas and Magikarp's potential had broken through to purple, albeit light purple.
Dak attributed this change to Shirahoshi, suspecting her Poseidon powers were subtly influencing Feebas and Magikarp, benefiting their bodies significantly.
Meanwhile.
As soon as Feebas and Magikarp arrived at the Ryugu Palace in the deep sea, they quieted down.
They could sense the atmosphere had changed.
In Pokémon Island's sea, they felt absolutely safe, without worrying about their lives, living comfortably.
But in Fish-Man Island, they smelled countless marine creatures, realizing they were the smallest and weakest, making them uneasy.
"Come with me! I'll show you my room and introduce you to Megalo. He's my best friend and has been with me since childhood!"
Shirahoshi didn't share their unease.
She excitedly pulled Magikarp and Feebas, rushing to her room.
Unbeknownst to them, in Shirahoshi's room, her father, mother, and three brothers were somberly inspecting the space.
They couldn't find Shirahoshi anywhere in Ryugu Palace.
They feared she had been kidnapped while they were away.
Megalo, with a bitter expression, anxiously explained that Shirahoshi had just gone out to play but couldn't specify where.
Shirahoshi hadn't told him either.
Unsurprisingly, carrying Magikarp and Feebas, Shirahoshi returned to her room and ran into her family.
