The Head Count was created by King Rhodri after the Northern Campaign as a way to determine the growth of his kingdom, this was created to ensure that there is a tax system with which he could levy to his people and also determine the numbers of recruits for his army, it also lessened the powers of the tribal and clan chieftains alike as it took away their control to organize themselves and their households, and also assured every person that their king looks after them, it also helps that as much as possible the heads of families tribes and clans are the ones being summoned before a person that was essentially the king's representative as every Count was protected by a band of Gallowglasses or their squires the Fianna.

To harm a Count was considered a death sentence as one case shows wherein a clan chieftain, Bolun Map Bormir, struck a Count, Dryn Map Conwynd, dead calling the Head Count as rubbish and further proof that King Rhodri is making kneelers of the whole of Freefolk, before he could declare himself in rebellion however the encamped Gallowglasses nearby quickly fell upon him and then strung him up and his two sons at a tree before his two wives and their daughters, the Gallowglasses quickly declared that Bolun is an outlaw and had violated the laws made by the gods, enacted by the king, no one harmed Counts after such an event fearing reprisals from the Gallowglasses or the Fianna.

The Ailpins practiced a concept of barter using their cattle as a form of currency, the Heilan Coo was considered to be a necessary commodity that to own hundreds of the beasts is already a power of itself, a sword whether it be made of bronze, iron, or steel, costs three Heilan Coo and every families of the Ailpin tribe had two pairs of the Heilan Coo with some being a loan from other families hence, it was no surprising that the early Ailpins practice cattle raiding as a way to gain prestige and resources. With the expansion made by Rhodri however came also new problems with it was currency and the concept of using cattle as currency would not just solve all the problems of the new kingdom as every new members of his kingdom necessarily do not have access to the Heilan Coo.
It was Braavos who introduced the concept of coinage to the True North, Braavosi advisers in King Rhodri's court introduced a silver coin with his face on it, impressed by the coin he had Braavosi teach some of the smiths of his kingdom on how to mint silver into coins. The Silver Pound was thus born, in the south such currency is called the Silver Bull and is worth ten Silver Stags, and if changed to coppers, twenty Copper Stars.
