Shiroe nodded, expecting the question. "Thank you, Crusty. The main reason for this gathering is to establish a framework for cooperation and governance in Akihabara. Our primary goal is to create a safe and stable environment for all players. This includes addressing the threat of player killing, ensuring fair trade, and fostering a sense of community among us."

The room fell silent as Shiroe's words resonated with the gathered leaders. Each guild master understood the necessity of order in their new reality, yet the specifics of how to achieve this remained a topic of concern.

There was a murmur of realization among the other guild leaders. William Massachusetts of Silver Sword leaned back, frowning. "So, this means your guilds are essentially immune to the consequences we've discussed."

Shiroe nodded, acknowledging the point. "That's true. But consider this: without the cooperation of guilds like D.D.D,The black sword knights and Silver Sword the problems in Susukino will take forever to manage. Their presence and support are crucial in stabilizing not just Akihabara, but the entire region."

Henrietta from Crescent Moon Alliance added, "Liam, Soujiro, your guilds are known for their strength and independence. If you align with us, it would set a powerful example for other players. It would show that even the strongest among us see the value in cooperation."

Crusty of D.D.D. clapped his hands together. "Well, if Solo Levelling and West Wind Brigade are on board, then I think we can all agree this council has a real chance of succeeding."

Henrietta smiled, relief evident on her face. "With all of us working together, we can achieve so much more."
