That was because her intent was not precise enough to affect the micro world. Mana had the ability to transform molecules, but Eliseline's intent was too crude for such minute things.

The world of cells was a world a trillion times smaller than Eliseline. Just a week ago, she didn't even know there were a million different mites living on her face. 

And even if she wanted to get rid of them, the only way she would be able to would be to burn her face off; because Eliseline's mind didn't have a clear enough understanding of these miniscule creatures.

In fact, her limit were ticks. Maybe because she could somewhat see them, Eliseline could exert her will on them. Anything smaller than that, she was completely helpless.

Savine, on the other hand, not only could transform these mites, she was able to affect cells which are a thousand times smaller, and even molecules, that are a billion times smaller.
