The special thing about his eyes is that they grant him the ability to create, maintain, and control millions of phantom weapons. His eyes enable him to wield numerous weapons. That is why he is the one-man army. What makes an army other than the number of weapons that they wield?

Phantom weapons are created using the fourth step of weapon mastery and are hence limited in number by the strength of the divine sense and the amount of momentum available. His eyes eliminated that limit by making the momentum of the world freely available to him.
