"Continue the search, starting with the surname Ōtsutsuki. You have free access to the World Government's library."
The mustached Elder spoke indifferently:
"Tobirama, you should know what to say and what to ignore in the future."
"I understand," replied Senju Tobirama calmly.
The meaning was clear. He should say such ridiculous things from now on.
After reporting on the other matters, Tobirama finally left the chamber.
As he turned around, a contemptuous smile briefly flickered on his lips.
Outside the room, as Tobirama walked a certain distance, several masked CP0 agents stood in formation near him, exuding a cold, intimidating aura.
"Have you dealt with it?" one asked.
"There's no immediate danger of exposure, but some fabricated history will be necessary to cover our tracks. Otherwise, this will escalate sooner or later," Tobirama replied curtly.
"This Colt... he really knows how to cause trouble," Tobirama muttered a curse under his breath.
"He can hear everything you say, so tread carefully," one of the agents warned, amusement evident in his tone.
Despite the agent's humor, his massive frame and the aura emanating from him were unnerving.
This was none other than the Third Raikage, resurrected by the [Impure World Reincarnation].
Thanks to Colt's unique mastery over this jutsu, he could monitor all his reanimated warriors at any moment.
However, he rarely exercised that ability.
"If he hears, he hears," Tobirama scoffed.
"Even if he were here, I'd curse him to his face. I am, after all, his elder."
"Why not enjoy your second life, instead of worrying about these celestial pests?" Tobirama added, his tone filled with irritation.
As a steadfast ninja who prioritized missions above all, Tobirama harbored little sympathy for those who hindered his objectives.
Even the Celestial Dragons would not be spared from his disdain once his task was complete.
"The Senju name carries weight," remarked the Third Kazekage while ignoring his remarks. "But what's your plan now?"
"What else? Clean up this mess, of course!" Tobirama snapped.

Kalifa had been on edge for days.
She wasn't blind or deaf; she had seen the recent news dominating the world.
The most significant piece? Colt's updated bounty poster.
Kalifa vividly remembered Colt's use of the CP organization's secret high-level codes when they first crossed paths.
At the time, she naïvely assumed he was a senior CP agent, leading the Devil's Child, Nico Robin, on a covert mission.
Now, it was clear how wrong she had been.
Who kills their superior while on a mission?
The more Kalifa thought about her interactions with Colt—and her misplaced trust in him—the more uneasy she became.
If her superior, Spandam, learned of her failure, she'd face severe punishment, perhaps even execution.
Her greatest worry, however, was this: How did Colt know the CP organization's secret codes in the first place?
After days of hesitation, Kalifa decided to consult the others before making any rash decisions.

At the Bar
At a discreet bar, Rob Lucci and the other CP9 agents were already gathered when Kalifa arrived.
"What's the emergency? Your abrupt leave will only raise Iceberg's suspicions," Lucci said coldly.
"Apologies, Lucci," Kalifa stammered before explaining everything.
Lucci's expression darkened upon hearing that Colt knew their secret codes.
"He knows the CP organization's codes?" Lucci asked sharply.
"Yes, and he was fully aware of my mission as well," Kalifa confirmed.
"Leave. Now," Lucci commanded.
"What?" Kalifa and the others were stunned by his sudden order.
"We need to evacuate the island immediately!"
Lucci's tone was grave.
He didn't need to think twice to understand the implications.
Colt's background was too dangerous, and there was no doubt a high-ranking mole within the CP organization aiding him.
Staying would only mean certain death.
Without hesitation, Kaku, Blueno, and the others began preparing to leave.

The Arrival of Senju Tobirama
Boom!
The bar door exploded inward, revealing Senju Tobirama flanked by the Third Raikage and Third Kazekage.
"My, my, you figured it out so quickly," Tobirama muttered.
"Unfortunately, I can't let you leave."
Lucci clenched his fists, knowing it was too late to escape.
"Blueno, open a door. I'll hold them off!" Lucci ordered, transforming into his leopard hybrid form.
But the Third Raikage was faster.
In a flash of lightning, he appeared in front of Blueno.
"[Lateral Bolt of Pain]!"
The Raikage's hand sliced through the air, aiming for Blueno.
"Iron Body!" Blueno shouted, using his strongest defensive technique.
Slash!
The Raikage's attack effortlessly bypassed Blueno's defenses, rendering him unconscious in an instant.
Meanwhile, the Third Kazekage unleashed a torrent of iron sand, filling the room and creating sharp spikes that pinned down Lucci and the others.
The battle was swift and decisive.
Even the elite CP9 agents, including the prodigy Rob Lucci, were no match for the resurrected shadows.
Within minutes, Lucci and his team were subdued, bound with seastone handcuffs, and left gravely injured.
Tobirama crouched beside the battered Lucci, a sly grin on his face.
"You're a fine candidate for the Anbu. It'd be a shame to let you die over something so trivial," Tobirama mused.
"What do you say? Interested in working for me?"

Before arriving at Water 7, Senju Tobirama had meticulously reviewed all the available information about Rob Lucci.
After studying it, even he couldn't help but admire the man's talent.
Powerful, ruthless to his enemies, and absolutely loyal to completing the tasks assigned by his superiors.
Rob Lucci embodied qualities that reminded Tobirama of the Will of Fire—the genuine version, not the "Third Hokage's special edition."
Since their ultimate goal was to dominate this world, Tobirama knew they couldn't limit their vision to the existing strong individuals from the ninja world.
He had to adopt Colt's style: recruiting and molding powerful individuals from this world to serve under their banner.
However, Lucci's response was immediate and resolute.
"Don't dream of it—I will never betray the World Government!" Lucci's tone was unyielding, and his glare held firm defiance.
Tobirama, unbothered, responded with a calm smile.
"No, I'm not asking you to betray the World Government. After all, We work for the World Government too..."
Before Lucci could react, Third Raikage and Third Kazekage burst into mocking laughter.
"That's right," Third Raikage said. "We're also working for the World Government!"
"Who else but us could serve as the CPO, the legendary shield of the Celestial Dragons?" Kazekage added sarcastically.
Lucci's composure faltered as he cursed the World Government inwardly.
What kind of fool had entrusted such dangerous individuals with critical roles in the CPO?
Tobirama placed a hand on Lucci's shoulder, maintaining his disarming smile.
"The World Government will continue to exist, ruling over this sea. All we're doing is changing its leadership."
He leaned in slightly.
"Rob Lucci, do you truly believe you have a promising future under Spandam? Even without us, where do you think you'll end up?"
The mention of Spandam caused Lucci to falter.
He knew all too well the incompetence and malice of his superior—a man who shamelessly stole credit for his subordinates' achievements but wouldn't hesitate to blame them for any failures.
The lives of many CP9 agents had been ruined under Spandam's leadership, and Lucci had no illusions about his eventual fate.
Seeing his internal struggle, Tobirama applied more pressure.
"Lucci, do you want your companions to die here because of your stubbornness?"
At this, Lucci's gaze shifted to his team: Kaku, Jabra, Kalifa, and Blueno.
Though fear and uncertainty were written on their faces, their loyalty to him was evident in their determined expressions.
After a long silence, Lucci exhaled and spoke.
"I'll join you."
"Good choice," Tobirama replied with a satisfied grin.
Though Lucci and his team had agreed to join, Tobirama remained cautious.
"Be that as it may, I can't trust you that easily now, can I?"
He promptly placed a Seal of the Cursed Tongue Eradication on each of them.
After explaining its effects, everyone's faces turned pale.
Even their dreams would no longer be safe—one wrong word uttered in sleep could cost them their lives.
Their mission remained unchanged: to stay undercover in the Seven Waters and acquire the Pluton blueprints.
Meanwhile, Tobirama would handle Spandam and his father, ensuring Lucci's eventual rise to control CP9 entirely.
As Tobirama prepared to leave, he left Lucci with a parting message.
"Flourish in the shadows. Be the roots of the World Government. Though you may never see the sunlight, you will nourish the world in silence."
Lucci stood frozen, repeating the words to himself.
"Become... the nourishing roots?"

Eight Thousand Meters Below the Sea.
Completely unaware of the turmoil unfolding above, Colt and his companions enjoyed a peaceful journey beneath the ocean.
They lay on the deck, marveling at the aquatic creatures swimming around the ship like an endless aquarium exhibit.
The world around them was painted in hues of blue.
Schools of oddly shaped fish darted past the Flying Feather, leaving Nami wide-eyed in amazement.
Robin, meanwhile, meticulously recorded her observations in her travel journal.
Perona and Colt, however, huddled together, their heads practically stacked on top of each other as they debated which fish might taste the best.
Robin and Nami, overhearing snippets of their conversation, could only groan in exasperation.
"How cruel to think about eating such adorable fish!" Robin muttered; her face lined with disbelief.
Colt and Perona exchanged a glance, perplexed.
"Adorable? These random, ugly fish?" Colt asked incredulously.
"Robin, what's wrong with your aesthetics?" Perona chimed in, shaking her head.
Colt silently resolved to correct Robin's peculiar sense of beauty someday.

After half a day, the Flying Feather traversed a seabed plain and entered a deep trench.
Despite the expected darkness, they found themselves bathed in sunlight—a phenomenon reminiscent of the surface world.
Guided by the permanent pointer, their ship finally reached an enormous bubble that housed their destination: Fish-Man Island.
Perona's jaw dropped as she took in the sight of the colossal bubble.
"It's... enormous!" she stammered.
"Almost as big as the Sabaody Archipelago!"
Nami, however, remained unusually quiet. Colt, noticing her unease, gently took her hand.
After spending so much time together, he understood the reason for her discomfort.
The trauma caused by Arlong and the events in Cocoyasi Village weighed heavily on her mind.
"Fishmen aren't all like Arlong," Colt said softly. "Though there are scum like him, most Fish-Men are good."
Nami looked up at him, her heart warmed by his concern.
She managed a small smile.
"I'm fine," she said. "Let's go in."
As they passed through the reserved entrance, the Flying Feather docked at the Fish-Man Island port.
Waiting for them was Kisame, accompanied by a group of subordinates he had recruited from the island, as well as King Neptune and his retinue.
Kisame greeted Colt with his trademark grin.
"Colt-sama, long time no see. You're as radiant as ever."
