A tremendous sense of fear made Roy reach out and grab the right-hand man Arseny sent.

But after Roy, out of instinct, yelled out the only remedial measures he could think of, Arseny's right-hand man went from full-faced confusion to anger.

"Shoot it down? How am I supposed to tell the ground-to-air missile troops to shoot down a civilian airliner? How am I supposed to get the air force to scramble fighter jets to force down a civilian airliner?"

Arseny had just become Prime Minister; he couldn't yet do whatever he wanted, and most importantly, he still hadn't gained control of the military. As Arseny's right-hand man, without any official public duties, what authority did he have to order the military around, let alone whether they would be willing to listen to his orders.
