"No way," Alix shook her head and even laughed, thinking perhaps that Mantis was pulling her leg. "There is no way an ordinary human is leading the whole bureau. That doesn't even make any sense. The bureau exists to maintain a good relationship between humans and system hosts, how can the person at the top not be a system host? How will they understand the problems and needs we have?
