Being legitimate is both important and not important.
However, if legitimacy can be maintained, it's naturally a good thing, as it gives a sense of rightful authority.
Even though Kyomu has separated from Konoha, he is still legitimate. Without the Senju and Uchiha, Konoha can only barely maintain its façade and cannot be considered the rightful authority.
When Konoha was first established, it was the alliance between the Senju and Uchiha, followed by the inclusion of the Sarutobi, Shimura, and Hyuga clans, forming the main body of Konoha. Later on, other ninja clans joined.
Although the Senju clan is almost extinct, Tsunade is not just a figurehead. Even if she doesn't carry the Senju name, she has the right to be called Senju Tsunade if she wishes.

Finally, Kyomu's two thousand ninjas followed.
Though not precise, and despite some casualties in previous conflicts, the addition of neutral ninjas restored their numbers.
Retracting his gaze, Kyomu looked into the distance.
"Sister, I plan to go to the Land of Taki," Aragami Kyomu revealed. "The Land of Taki once had the potential to become the sixth great nation, which is why Lord Hashirama allocated a tailed beast to them.
Although they later declined, it's undeniable that the Land of Taki has potential.
Despite its small size, it has fertile plains suitable for farming and other production activities.
The only drawback is the lack of natural defenses and strategic depth. Once the enemy breaks through the lines, they can advance unimpeded, making defense difficult."
"With you here, Kyomu-kun, we don't need to defend, do we?" Fugaku interjected. "They need to defend themselves, and we Uchiha are ready to fully support you in creating enough strategic depth for our new territory!"

"You all are the future kings and nobles of the ninja world," Kyomu laughed, patting Ebisu on the shoulder. "But Daimyo? I'd rather not overthrow myself later."
Making a light joke, Kyomu then turned serious. "I intend to establish a government centered around ninjas, to unify the ninja world. Until then, we should avoid titles.
First, we need to accumulate resources, nurture talent, improve living conditions, gather wealth, food, soldiers, and generals. Then, we can achieve great things.
Otherwise, if we act too hastily before establishing ourselves, the daimyos will rally their forces against us."
Fugaku and Tsunade exchanged glances and nodded in agreement. They acknowledged the wisdom in Kyomu's words.
Since they hadn't established a foothold yet, it was best to lie low for a while. But how they would do that, they needed to ask Kyomu.
"Kyomu, what's your plan once we enter the Land of Taki?" Tsunade asked again.
"First, absorb the Takigakure, establish Dragon Hidden Village, control the Daimyo of the Land of Taki, rename it Dragon Country, and then slowly gain full control over the nation's affairs."
"But will the Daimyo of the Land of Taki accept us?"
"Why should he?" Kyomu laughed coldly. "Until the entire ninja world is unified, we will only face blood and fire, with little time to rest.
Since we are on the opposing side of this world, we must conquer, subdue, and then tame them.
Taking over directly is the most effective and quickest method, bar none."
Kyomu planned a ruthless takeover.
But even if done methodically, he and his followers were seen as dangerous predators, avoided at all costs.
However, one person had different thoughts.
Rasa.
The Sand Village had always been at odds with the Wind Daimyo for unknown reasons. If any of the five great villages wanted to replace their Daimyo, it would be the Sand Village.
They had the ambition but not the courage, knowing that overthrowing the Wind Daimyo would invite vengeance from the other four great nations' Daimyos.
This was a taboo that no ninja dared touch, not even a Daimyo of a small nation.
"Could we absorb Kyomu and his group into our Sand Village?" Rasa asked Elder Chiyo, who had narrowly survived.
"Absolutely not!" Chiyo's eyes flashed with hatred. "Even if it means our death, we cannot accept Kyomu and his people!"
Regarding his hatred for Kyomu, Chiyo was first in the Sand Village, closely followed by the civilians.
Kyomu had massacred on the Sand battlefield, and those dead ninjas were the relatives and friends of the Sand Village civilians. The hatred was immense.
Though Rasa was tempted, Chiyo's rejection made him respect her opinion, knowing the Sand Village could not accept Kyomu's group.
"What a pity," Rasa shook his head. "Kyomu alone could uphold the village's image. With talented youths and the entire Uchiha clan behind him, if only... sigh!"
Rasa sighed heavily, harboring other thoughts. "Elder Chiyo, can we form an alliance with Kyomu?"
"But what about Konoha..." Chiyo hesitated.
"Konoha? Kyomu is the legitimate Konoha. They have the Senju and Uchiha," Rasa sneered. "Without these two clans and elite ninjas, Konoha is gravely weakened. Even if they stabilize now, their future strength will greatly diminish.
Even with Minato, Jiraiya, and other core ninja clans, they are far behind Kyomu.
Now that Kyomu hasn't established his position, if we lend a helping hand, we might win their favor in the future."
After considering, Chiyo shook her head. "Fourth Kazekage, according to the intelligence, Kyomu is likely heading to the Land of Taki.
The Land of Taki doesn't border us, and it's situated between the Lands of Earth, Lightning, and Fire. Those three Daimyos and their villages will not stand by.
Given our current situation, it's best to wait and see. When the time comes to besiege Kyomu, we can settle our previous grudges!"
Rasa took a deep breath, filled with both ambition and fear.
He was a man with high ambitions but lacking in strength. Seeing Kyomu make the first move, he wished to follow, replacing the Wind Daimyo.
"But this is an opportunity, a chance to reshuffle the ninja world's order," Rasa remained reluctant. "If successful, our Sand Village would become the true ruler of the Land of Wind, no longer having to..."
"Fourth Kazekage, mind your words!" Chiyo interrupted sternly. "Whether Konoha, Iwagakure, Kumogakure, or Kirigakure, they all serve their Daimyos. Only a few harbor such ambitions.
We cannot recklessly follow Kyomu's path; otherwise, we will be utterly destroyed!"
Chiyo smiled coldly. "Watch carefully, Fourth Kazekage. Kyomu and his followers will soon face the ninja world's collective assault, meeting a grisly end!"
Repeatedly opposed by Chiyo, Rasa relented. However, should an opportunity arise, he would seize the chance to taste ruling a nation rather than being confined to a village as the Fourth Kazekage.

Meanwhile, the news of Kyomu's split from Konoha, the killing of the Fire Daimyo, and the formation of his own faction spread rapidly across the ninja world.
On the Kirigakure battlefield, the Konoha forces, weakened by the loss of their top fighters, retreated continually. The Kirigakure forces, unstoppable, penetrated deep into the Land of Fire.
However, just as they prepared to advance further, the Fourth Mizukage Yagura issued a full retreat order, not allowing a single soldier to remain in the Land of Fire.
Many Kirigakure ninjas were puzzled but followed orders.
Terumi Mei, however, was among the first to receive the news of Kyomu forming his own faction.
"How dare he?" Mei gaped. "Does he think he can challenge the entire ninja world alone?"
"He's always been arrogant," Ao said, now wearing an eyepatch to cover his Byakugan. "But without such madness, we couldn't kill him."
Mei nodded but her eyes sparkled with a different light.
If Kyomu could break away from Konoha and form his own faction, why couldn't she end the long-standing "Bloody Mist" policy and bring her village back on track?
Clenching her fists, Terumi Mei decided to overthrow Yagura and end the Bloody Mist policy!

The Daimyo of the Land of Lightning hurriedly summoned the Fourth Raikage, deeply worried.
Aware of Kyomu's solo attack on Kumogakure, the Lightning Daimyo feared his own palace could be next.
"Fourth Raikage, will Kyomu..." The Lightning Daimyo's voice trembled despite his effort to remain composed.

The Lightning Daimyo nodded, agreeing to the Fourth Raikage's assessment. He sought assurance for his safety and was willing to provide any necessary support, especially prioritizing sealing techniques to limit space manipulation.
The Fourth Raikage nodded and continued discussing with the Daimyo before leaving.
Similar scenes played out in other great nations. Each Daimyo sought to secure their position, offering substantial benefits to their respective villages and calming their Kages.
The new Fire Daimyo, mourning his father's death, didn't blame Minato. Instead, he increased financial support by thirty percent.
He feared, as did other Daimyos, that their ninjas might follow Kyomu's example.
Kyomu was seen as an exception.
Despite this, the five great nations did not immediately unite to attack him.
It wasn't reluctance but the lingering conflicts among the great nations. The Daimyos wished to unite, but their ninjas were less willing.
This required slow negotiations and a suitable pretext. Meanwhile, improving strength for future conflicts was paramount.
Thus, the Third Great Ninja War swiftly halted, and the weakened Land of Fire wasn't attacked by the other four nations.
All due to Kyomu.
Kyomu, cautious, avoided giving the great nations a pretext for early confrontation.
"Obito, can you control the Daimyo of the Land of Taki and his key ministers?"
"They're not ninjas. It's too easy," Obito grinned. "It's a matter of minutes."
Kyomu nodded and asked, "Can you handle the Fourth Mizukage, Yagura?"
"Him?" Obito frowned. "What do you plan to do?"
"The policy of 'Blood Mist' in Kirigakure is brutal. I want to make it even more severe, forcing some to rebel or certain clans to defect."
Obito understood. "We're short on people, but after controlling the Daimyo of the Land of Taki, I can try."
Kyomu nodded and stretched. "I'll visit Takigakure first to meet their ninja and Jinchūriki."
"Be gentle," Tsunade reminded, concerned.
Kyomu nodded with a grin, eager to see what rewards awaited.
